Yes! I used to fish that circuit too year ago with my Dad and my Brother. Did you see the YouTube Video of the weigh in? Here it is! There is bad language so no kids in the room esp towards the end when they get busted., They cut the fish open and find the lead weight and walleye fillets inside. Truly awful and a despicable thing to do. It really upset me.
I've seen metal detector's used at other tournaments before. Here is another podcast with the LEWT Tournament Director, Jason Fischer and Walleye Slam Director, Craig Lewis, owner of Erie Outfitters bait and tackle shop. I know both of these guys.
From what I've heard, ODNR is in a meeting today with police and are discussing this investigation.

I saw a report, too, about those guys a few minutes ago at the WHIO7 website and posted it at my FB wall.

It's been long thought that they have been doing this for at least a couple of years. Have to wonder if that pair were dishonest a lot during their childhoods, too. I'd have to dig to find it, but I saw a video where Jake was caught cheating on his wife. Well he spoke of doing it with other women basically when talking with a bunch of other fishermen one time a long time ago.
